How do you make cool interfaces?

hwo do you make those wicked interaces? the tech one. also on some of those free templates, how do you make those nice borders? and those stuff on them? sorry i was just creating a template and i needed something that makes it look more interesting :) thanks btw this site is hawt

alot of pixel art and shape making.

the borders are pretty easy after a while... You just have to make 1 px tall and how ever many pixels wide you want then use the pencil or gradient tool to fill it in then free transform it and streach it all the way down the side.

well, since the site is hawt, you simply take a mt dew, drink it, then jump up and down a little bit, oh and then site down, and then read some tuts and then go for shit
