difficulty: easy, easy... :)
1) open pic of blue (or change it before) vehicle, eg:

2) make new layer and set its blending to overlay
3) change foreground color to red (#ff0000)
4) grab the brush tool and change its size to around 13
5) paint over whole blue areas
6) if necessary, grab eraser tool and erase decals/stickers (so they'll be original color and more readable) and places that you brushed too much
