can we use IO (Input/Output) in web lnaguages.

Let me elaberate a bit into what i mean. Ok so supose i have a website and on the main page is a news and updates section, and i wanted to update it automaticlly buy streaming the information for it from a text file located on a webserver. So all i would ever need to do is update the text file and it would update the news section.

Can this be done using some sort of IO like i could do with a desktop application?

Yes, that's possible. There are web scripts that can do that with a "web control panel" accessible only for the admins and moderators.
When u make you web make it with a script or ask somebody to code that for you.

And when you got it al working please send me a message i was searching for this to, 2 weeks ago someone asked me how she could update her website, when i created one for her, cause she doesnt know how a HTML-editior works sho this is gonna be so much easier for her and others if you only need to save a text file.
