New Document

Make a new document. Find a image you like with a nice dark background, something like the one I used of Tara Reid below:

Apply-Blending Mode

Now right click the layer and click Duplicate. Add this blending mode to the new layer:

Your should have something like this:

Right click the new layer you just duplicated and duplicate it again. Set these blending modes:

Your should now have something like this:

Add Lens Flare

Now go to Filter>Render>Lens Flare and add these options:

Adding More Lens Flare

You can try adding more lens flares if your image is way to dark. Just try and not go overboard.
You should now have something like this:

Adding Color Dodge

You can skip this step if you are satisfied with what you have got so far. All I did in this step was duplicate the layer again and added Color Dodge.

And Voila!
