New Document

Open up a image in photoshop.

You can use the one I used below:

Duplicate Layer

Right click the layer and go to Duplicate.

Apply Filter

Apply Filter>Texture>Patchwork to Layer 1(the bottom layer) with these settings:

Blending Mode

Go back to the top layer and change the blending mode to Hard Light:
