New Document

Make a new document, anysize doesn't matter. Press CNTRL+D to reset your pallete colors. Make sure your background is BLACK.

Apply Filter - Clouds

Apply Filter>Render>Clouds.

Apply Filter - Mosaic

Apply Filter>Pixelate>Mosaic with these settings:

Apply Filter - Radial Blur

Apply Filter>Blur>Radial Blur with these settings:

Apply Filter - Accented Edges

Apply Filter>Brush Strokes>Accented Edges:

Apply Filter - Find Edges

Apply Filter>Stylize>Find Edges. Now press CNTRL+I to invert the graphic back to black and white grid.

Add Colors

Apply your colors, press CNTRL+U.
