Make a new document, 900 wide by 800 high, use the default Dpi/res. Fill the background with 54/54/54.

Making The Main Body |  |
Make sure the rulers are showing [do this by going to view/rulers]Your rulers should be set to pixels [If not go edit/preferences/units and rulers/select pixels from the drop down menu].
Now drag a guide out, by clicking and dragging the ruler on the left onto your canvas, you should get a mint coloured line. Drag it so it's 50 pixels inward on your canvas, and repeat it so you do the same from top/right and bottom, you should end up with a box like so.
Now select your rectangle tool, and draw a square to fill the middle of your guides, the colour of the square should be 37/37/37. Next click layer [top menu] and click Raterize/Shape.
Now select the magic wand tool, and click your newly created centre square, then click select [top menu] modify/contract/10 pixels. Now cut the selected area, and then click paste.
Now select the layer called shape 1 and add the following blending options to the shape.
You should now have something which looks like this.
Now select the previous layer [the main square you pasted], select the magic wand tool and click the square,then go to select [top menu] modify/contract/10 pixels. Cut and paste the same as before.
Select the layer, you just cut out of, and apply the following blending options.
Now you should having something that looks like this,

Making the Header |  |
Shrink the current template to the bottom of your work screen, and open a new document 760 wide,and 160 in height, default dpi/res.
Make a new layer and fill it with 109/3/3. This is the part where you can add your own skills, make a banner on this document, don't forget to include your clan name, once you have completed that, flatten the image and drag in onto your main template [the one you just shrunk].
To give you a general impression of a good banner for this template, i created this one.
Your template so far, should look something like this.

Making The Top Navigtion |  |
Make a new document, 760 wide, by 32 high.Make a new layer and fill it with 121/0/0, and add the following blending options.[Make sure your colours are 121/0/0 and black.
Now select the rectangle tool and draw a square over the top half of the nav bar using the colour 121/0/0, once you have done this, reduce the opacity of the layer to 55 percent.
You should have this.
Next,make a very thin rectangle at the bottom of the of the bar and use the same blending options as the nav background. Your should now have this.
Now divide up the bar into 125 pixel wide segments using the guide tool like so.
Now select the line tool, and with the colour 0/0/0 draw a line down one of the guide lines, and then apply the following blending settings.
Duplicate the layer 4 times, and spread them out over the guides. [make sure the line layers are below the thin rectangle you made at the bottom of the nav bar].
Now you should have this.
Add what links you want to the nav bar, and then flatten the bar, and drag it into your main template and position it snugly under the header.
Now you should have something which looks like this.
